Just a few quick words because I did a good deal of research when I was outfitting and speccing Daire since he was basically playing catch-up with the rest of the raiders.
Our hit cap is 17%. It used to be 16% but bliz changed the way this is calculated with wrath.
That 17% can be reached a number of ways, have a squid-face in your group give a +1% chance. Having an Spriest gives you a +3% I believe.. this I will check and modify if I'm wrong.
also the talent BlastyBlasty precision can give you +3%
This is a badly copied table from EJ showing how hit rating works for mages. On the far left is the level difference. The column of percents is the percent to hit increase you need to be capped.
The far right is the raw hit rating that requires with no talents.

Other cool stuff... Frostfire bolt gets bonuses from almost every talent that increases frostbolt.. or firebolt.
Talents like ice shards increase the critical strike damage bonus for frost spells. This includes ffb meaning if it's your main nuke then it's getting another +100% damage stacked on top of it and crits play a big role in this build especially at higher gear levels because you pop more and more hot streaks as your crits string together. That means ice shards gives twice the bonus damage burnout does without the mana penalty. And they stack!
Other nice things to pick up in the frost tree if you're there already are piercing ice for a +6% damage bonus to frost spells (ffb) and icy veins a +20% haste rating for 20 seconds every two minutes 1 point talent.
The last frost talent a pick up is frost channeling just because my gears bad and it gives great mana efficiency reducing the cast cost of all spells by 10% and threat cause by ffb by 10% which is not a concern for me by any stretch.
This is just a summary of my frost talents. The important thing to consider is that all frost and fire talents effect ffb, and they all stack.
